It is the black series. Since the beginning of the year, some 75 detainees ended their days in prison, according to the Ministry of Justice, while the associations for the defence of detainees evoke 91 deaths. A particularly high level, in line with the year 2008, which proved to be catastrophic: 115 inmates to were then suicide, from 96 in 2007.
While the summer favours because of the isolation of prisoners risk situations - they have fewer visits and activities to cause holiday-, the Minister of Justice Michèle Alliot-Marie asked on August 7 the prison administration report, "aimed at identifying, on a case by case, having fostered the passage to the Act", explains to the Department. The findings will be presented in the next week.

For the international Observatory of prisons (OIP), association for the defence of the rights of prisoners, the initiative is not to the issues. "It is years reading reports and diagnostics, and yet nothing moves", notes Patrick Marest, national delegate of the OIP. Same observation for Jean-Marie Delarue, Comptroller General of prisons, an independent authority responsible for ensuring respect for the rights of detainees. "The resurgence of suicide shows the failure of the actions carried out so far," he says.
The factors of evil - be established
Be evil factors are well established. As a result of prison overcrowding - there are currently 62.420 held a capacity of 52.741 places-, supervisors, doctors and social workers lack time to propose a true listening to the plight of the detainees. Another factor of risk, the hardening of convictions, shrinking the hope of remission and early release discounts.
Already in 2003, a report conducted by the psychiatrist Jean-Louis Terra advocated train supervisors to the detection of suicide and encourage medical personnel to report risk inmates. Some actions were conducted to the blow by blow and allowed to lower the suicide rate of 21 for 10,000 held in 2003 to 17 per 10,000 in 2008. However far below the objective results desired by the report: lower than 20 of the number of suicides by 2009 "today, less than 10 of the recommendations of this text have been implemented, will fault policy," notes Dr. Louis Albrand. Last April, this doctor has released a new report, at the request of Rachida Dati, then keeper of the seals. So far, its findings have remained dead letter.
Many shares runways
Shares runways are many. Albrand proposes inter alia to enhance the training of prison staff, and to allow the detainee to receive, upon his arrival, a systematic individual interview with a psychologist. He also defends the generalization of tear clothes to avoid hanging, or setting up cameras in the cells of most exposed prisoners. Finally and most importantly, it is to facilitate the arrival of the families, and volunteers, but also of teachers and other external stakeholders.
Will change of Minister promote the consideration of these recommendations The prison Bill, adopted in April by the Senate which must be discussed in the National Assembly in early September, does not, for the moment, the word suicide.
